The proposed model includes local and regional governance as well as the tripartite memorandum of understanding (between First Nations and the governments of Canada and Quebec), in addition to containing the four components of effective governance, namely: authority, involvement of players, regulation and intervention.<\/p>\n<p><strong>Approach and concepts that guided the development of
