An extensive consultation was conducted throughout Quebec and, based on that process, the <en>Blueprint \u2013 Quebec First Nations Health and Social Services 2007-2017: Closing the gaps\u2026 Accelerating change<\/em> was drafted. While the provinces have the duty to structure the organization of health and social services for their entire population, the federal government must ensure the delivery and funding of services provided to the First Nations and Inuit. However, the federal government\u2019s duty in that respect varies according to the agreements signed with specific nations.<\/p>\n<p>The Quebec government offers to the entire population\u2014including to First Nations and Inuit, regardless of their place of residence\u2014complete coverage of services that are insured and offered by the Quebec health and social services system in its institutions.<span class=\"TextRun SCXW72414579 BCX0\" lang=\"EN-CA\" xml:lang=\"EN-CA\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW72414579 BCX0\">Since 2024,\u00a0<\/span><span class=\"NormalTextRun SCXW72414579 BCX0\">service organization<\/span><span class=\"NormalTextRun SCXW72414579 BCX0\">\u00a0has been subject to a new governance structure with the creation of Sant\u00e9 Qu\u00e9bec, a\u00a0<\/span><span class=\"NormalTextRun SCXW72414579 BCX0\">government-owned<\/span><span class=\"NormalTextRun SCXW72414579 BCX0\">\u00a0corporation\u00a0<\/span><span class=\"NormalTextRun SCXW72414579 BCX0\">established<\/span><span class=\"NormalTextRun SCXW72414579 BCX0\">\u00a0by the Quebec government. In 2017, Indigenous and Northern Affairs Canada was dissolved and replaced by two new departments: Crown-Indigenous Relations and Northern Affairs Canada, and Indigenous Services Canada<\/span><span class=\"NormalTextRun SCXW244388894 BCX0\">.<\/span> Most band and tribal councils have taken over the planning and operationalization of these services, thereby assuming those responsibilities. However, the federal government continues to oversee services for the communities that have not concluded agreements to take over services.<\/p>\n<p>Over the years, the First Nations in Quebec have made progress in terms of self-government. This resolution plays a strategic role in preparing\u00a0<\/span><span class=\"NormalTextRun SCXW36416993 BCX0\">for\u00a0<\/span><span class=\"NormalTextRun SCXW36416993 BCX0\">the transfer and transformation of health and\u00a0<\/span><span class=\"NormalTextRun SCXW36416993 BCX0\">wellness<\/span><span class=\"NormalTextRun SCXW36416993 BCX0\">\u00a0responsibilities toward a First Nations-specific governance structure.
