A virtual regional meeting on the Quebec First Nations health and social services governance process to learn more about other First Nations’ experiences

On March 10, 2021, nearly 40 people from 19 communities and eight First Nations organizations came together virtually for the most recent regional meeting on the Quebec First Nations health and social services governance process. This meeting was an opportunity to transmit to the participants a wealth of relevant knowledge and reflections that could be reinvested in the development of the new health and social services governance model.

Topics addressed during the meeting

The meeting was structured around three presentations in order to highlight the lessons learned and success factors related to experiences of self-determination:

  • Helen Leung, British Columbia Director of Tripartite Relations with Indigenous Services Canada (ISC), shared ISC’s experiences related to planning, transitioning and operationalizing a healthy First Nations model. In particular, she spoke about the elements that, in her opinion, are essential for efficient partnerships between the government and First Nations.
  • Richard Jock, Chief Executive Officer of the First Nations Health Authority (FNHA) in British Columbia, presented the experiences of the First Nations in British Columbia since the creation and implementation of the FNHA. He provided participants with valuable advice that could be of use to the First Nations in Quebec in their process of retaking responsibilities that are currently assumed by the federal government.
  • Finally, Jean-Charles Piétacho, Chief of the community of Ekuanitshit, and Jean-Claude Therrien-Pinette, chief of staff for Chief Mike McKenzie and communications manager for the ITUM emergency committee, spoke about the positive effects of the implementation of a collective mobilization model in the context of the pandemic in Quebec, namely the crisis unit that was set up by the Innu nation.

Next steps

The next regional meetings will be shorter than usual and specific topics will be targeted for each one. These meetings will make it possible to continue the co-development of the new model and maintain the mobilization of the communities and organizations, which is essential to the success of the process. In addition, the virtual tour of the communities has begun, and several meetings will be taking place over the next year. Finally, the process coordination team is working on activity planning and renewing funding from ISC to continue the governance process for the next three years.
